John M. O'Connor President
John is the former Attorney General for the State of Oklahoma, appointed by Governor Kevin Stitt. John is a renowned prosecutor who brought those skills to the Office of the Attorney General, where he finishing his tenure with a series of settlements with opioid manufacturers, distributors and retailers, which created a combined recovery of >$900,000,000 for the State.
He studied abroad in Germany before receiving his law degree. He quickly became a partner at Newton, O’Connor, Turner & Ketchum, and remained there for 25-years. Deeply respected for his community investments, John served on the Oklahoma Dispute Resolution Advisory Board, was appointed Administrator of Oklahoma Courts, served as Conciliator for the City of Tulsa Human Rights, and the Oklahoma Adoption Law Reform committee. In 2015, Governor Mary Fallin appointed John to serve as a Trustee for Oklahoma State University. Later, John was elected Vice-chair of the Oklahoma State Senate Agency Performance and Accountability Commission.
In 2006, O’Connor was considered by then President George W. Bush to serve as a federal District Court Judge. And on April 10, 2018, President Donald Trump nominated him. After contentious hearings before the U.S. Senate Judiciary Committee, and in-spite of receiving the highest Martindale-Hubbell anonymous peer review ratings for ethics and competence and being selected to the “legal dream team” chosen by anonymously surveyed leading regional lawyers, judges and business leaders. John withdrew his nomination, despite the support of both of Oklahoma’s Senators, returning to private practice in his hometown Tulsa, Oklahoma.
Shortly thereafter, John was appointed by Governor Kevin Stitt as the 19th Attorney General of the State of Oklahoma.
After leaving the OAG, O’Connor returned to private practice and joined business partner, Roger A. Bruhn, to become President of QUI.

His research has shaped national discussions on physician accountability, medical billing fraud, and patient advocacy, making him an invaluable advisor to QUI.
Dr. Makary’s deep medical knowledge and policy expertise enhance QUI’s data-driven litigation tools, ensuring that our reports and analytics remain aligned with clinical best practices. His decades of experience in public health and advocacy provide QUI with insight into fraudulent patterns in medical billing, unnecessary procedures, and hospital system abuse, empowering QUI in medical malpractice and False Claims Act matters.
Roger A. Bruhn CEO
Roger is the former CEO and Director of Legal Affairs for a national network of Medicare Accredited Hospice and Palliative Care organizations. His work with the National Hospice and Palliative Care Organization (NHPCO) exposed him to the amount of fraud, waste and abuse taking place in Medicare scams. Hospices received a tiny fraction of Medicare’s $1TT budget, but still hospice fraud costs the US healthcare system $20,000,000,000 per year.
After reading the Journal of the American Medical Association (JAMA) article on “Waste in the US Health Care System | Estimated Costs and Potential for Savings”, Bruhn assembled the QUI team who each year pursues $162,000,000,000 in fraud, waste and abuse.
QUI’s Mission is to:

Dr. Will Bruhn is a physician, healthcare researcher, and policy expert, serving as an advisor to QUI in its mission to combat fraud, waste, and abuse in the healthcare system. With a deep focus on medical pricing transparency, fraudulent billing practices, and systemic inefficiencies, Dr. Bruhn has dedicated his career to advocating for ethical medical practices.
As a researcher at Johns Hopkins Medicine, Dr. Bruhn conducted extensive studies on low- value medical care, healthcare waste, and financial abuse within medical institutions. His work has helped uncover predatory billing practices, price gouging, and unnecessary medical procedures, reinforcing the urgent need for greater accountability and oversight in the healthcare system.
Dr. Bruhn’s expertise in healthcare economics, fraud detection, and policy reform makes him a key resource in QUI’s efforts to support Qui Tam litigation, malpractice claims, and False Claims Act investigations. His advocacy for fair billing and cost transparency ensures that QUI’s reports remain clinically sound, financially precise, and legally actionable.

Adnan Y. Pattan is the Product Director at QUI, where he leverages his extensive background in technology and entrepreneurship to drive the development of QUI’s disruptive technology.
As Co-Founder of venU, he successfully led product development, guiding the startup through multiple stages of growth.
At QUI, Adnan plays a pivotal role in supporting prosecutors in malpractice cases and False Claims Act litigation, ensuring they have the tools needed to uncover fraud and uphold justice.
He holds a bachelor’s degree in Economic Consulting and Business Analytics from the Kelley School of Business and is passionate about fostering transparency, accountability, and integrity in healthcare.
